Best Hotels in Bugibba, Qawra & St Paul's Bay (2026)

Bugibba, Qawra and St Paul's Bay run together as one seafront strip, and it is Malta's best-value concentration of hotels – you can pay half what the same room costs in Sliema for the same walk to the water. The catch is that the coast here is rock and lido rather than sand.

The other catch is names. Two of the best hotels on this strip were rebuilt and rebranded between 2023 and 2024, so a large share of the reviews you will read describe a hotel that no longer exists. All ratings below were checked against Booking.com's own listings on 26 August 2026.

Which one should you book?

AX ODYCY

Book this one if your children want slides more than sand. A kids' aquapark with slides sits alongside the main pools, which is the single strongest family draw on this stretch, and the rooms are more modern than the area's older stock.

It traded as AX Seashells Resort at Suncrest until 2023 – the property closed for a full redevelopment and extension and reopened under the ODYCY name in May 2023 at 599-plus rooms. Older reviews filed under "Seashells" or "Suncrest" describe the pre-redevelopment hotel, which is why its rating has climbed so sharply; ignore anything written before mid-2023.

The scale is the trade-off: this is a very large resort and August feels like it. Check AX ODYCY rates.

Seaview Hotel - Adults Only

The strip's child-free pick, and the best-value adults-only stay in Malta. On the Bugibba promenade, it runs a rooftop infinity pool plus an indoor pool with sauna and steam room, and no kids' club competing for the space.

The age policy is refreshingly unambiguous by Maltese standards: 16 and over to stay, 18 and over for whoever checks in. That is worth knowing, because several Maltese adults-only hotels market one age and enforce another – our adults-only hotels guide has the full comparison.

ibis Styles St Paul's Bay

The budget standout, and rated as highly as hotels charging twice as much. A 3-star with a rooftop pool and terrace, it is the choice when the room is somewhere to sleep and the money belongs to boat trips and restaurants.

It sits inland from the seafront rather than on it, so you walk a few minutes to the water instead of stepping onto it. For the rate, that is a fair trade and most guests say so.

DoubleTree by Hilton Malta

The best rooms on this strip, and the hotel most people miss because they are searching the wrong name. It is the former Dolmen Hotel: closed from November 2023 to March 2024 for a full refurbishment and reopened in April 2024 as Malta's first DoubleTree by Hilton.

It carries the strongest rating of any hotel here, across thousands of stays rather than hundreds, with a seafront position in Qawra, four pools, a spa and four restaurants. Comparison sites and older listings still file it under "Dolmen Hotel Malta", occasionally at a different rate, so check both names before booking.

db San Antonio Resort

The all-inclusive answer if a single predictable price matters more than the rating. In Bugibba with its own splash park, it bundles meals, drinks and entertainment into one figure, which is what keeps families coming back to it for a week at a time.

It is the weakest-rated hotel on this list and its score has been flat rather than rising, unlike the two rebuilt properties above. What it still does well is undercut the larger Mellieħa all-inclusives on rate for a similar format.

Two more worth knowing about

Mayflower Hotel Malta in Qawra is the other well-established value option here, rated solidly across an unusually large number of stays – more reviews than anything else on this strip. It is a straightforward seafront hotel rather than a resort, and worth a look if the picks above are full for your dates. Check Mayflower Hotel rates.

This strip has a specific trap. Two of its five best hotels are effectively new buildings trading under new names since 2023 and 2024, and review aggregation does not reset when a hotel is gutted and rebuilt.

The practical rule: on AX ODYCY, discount anything written before mid-2023; on the DoubleTree, anything before April 2024. Both scores climbed steeply after reopening, and the older reviews describe rooms that were demolished. It also means a search for "Suncrest" or "Dolmen" may surface the same room at a stale price on a comparison site.

The second thing worth knowing is that the three town names barely matter. Bugibba, Qawra and St Paul's Bay run into one another along a single promenade, so any hotel here is walking distance from the others. Bugibba has the most restaurants and nightlife, Qawra is quieter with the National Aquarium and the larger resorts, and St Paul's Bay proper is the residential end.

Is this the right area for you?

Book here if value is the priority and you are happy swimming from a lido or a pool. The coast is rocky foreshore, not sand, and no hotel on this strip can change that – for sand you want Mellieħa or Golden Bay, both a short drive north, as our best beaches in Malta guide sets out.
